I wouldn't recommend listening to the negative reviews here, mainly since they only nag on the blue ribbons for the most part. I personally had fun with this DLC. I hopped straight into it after completing a Scavenger Hunt run, and the freedom that it brings is really nice. Typically only two weapons and vigors are used as primaries in the campaign since money is usually tight, and upgrades are expensive. But by really going all in with CITC, money comes easily. Few kills here, combos, blue ribbons, and it won't be an issue.
Now with every weapon and (eventually) vigor at your disposal, without being bound by saving money, the combat feels more unrestricted. Between each wave, your ammo and salts are completely replenished. It's not like buying ammo for eight bucks a pop is bad, but it's nice to not have to worry about it at the start of each. I was able to experiment for say with weapons I hadn't used too often in the campaign and found a few new favorites. So even though Columbia isn't the most free "country," CITC made the combat feel more free.
For the most part, the blue ribbons are a bit difficult. They're meant to be, but still possible. Some more than the other. The only one that is worth nagging about is Emporia Arcade's wave eleven. Pain in the ass. And yes, it's irritating as hell that you can't choose which wave to start with. They're still fun to take a crack at besides the bs and everything else. I can't forgive whoever had the damn idea for the couple target dummy ribbons, though.
