Adds a good number of service buildings, not all necessarily related to the environment, increasing the variety of existing service buildings.
Adds electric vehicles to the mix.
Also adds a number of district-based residential and commercial zoning specializations.
Especially good for environmentally-driven cities.
That being said, the price is steep to what it adds, in my view. Get it on sale, which at least happens frequently enough. 6/10
