This DLC could have been great. The assets are (mostly) great, and the new service buildings are nice too. The problem comes in the bugs. I've only really noticed one, that the garbage collection points are questionable at best: They can work, but only if you create a pedestrian zone, then place roads, then zone, then make a blood sacrifice to a dark god; even then it's a coin toss. Often, this makes the main focus of the DLC, pedestrian areas, a complete nuisance. This would be fine if it was fixed quickly after release, but the same issue is still present and I can't tell if Paradox has any intention of fixing it, especially after the announcement and release of CS2. As always with Paradox DLC, get it on sale if you must have it, but otherwise give it a miss.
On top of that are bizarre intentional features, such as pedestrian zones being considered parks for the purpose of both creation and maintenance: this is baffling and strange, both because it clearly isn't, That's what Parklife is for, but it also makes them ridiculously expensive.
