Well, I'm sorry to say this extension Together We Rule is just a nonsense. In historical terms, as well as for the gameplay. First about History. This extension introduces a United Nations-like frame very soon in the game. In the real world, United Nations were created after the Second World War in 1945. And you can see in 2024 that the intention behind this creation is still far to be reliable on practical grounds. Today, wars in many parts of this planet are there unfortunately to prove it. Designers are either naive or with very little concern about the real world. The player should be the one who takes the decision and the responsability to declare war. There will be a cost of course, in terms of image and diplomacy. But that's HIS choice. In Humankind, sometimes you can't even declare war to an opponent who is already fighting skirmishes with you everytime you meet. Just because other countries decided for you or just because you don't have enough internal support to declare war... Guys, have a look at how Civ Dev approached this question in a much more appropriated way. In Civilization, it's only late in the game you may have to wait for your public opinion before declaring war and only if you've chosen a certain type of ideology. It is much more realistic historically and also more interesting in terms of gameplay.
PS It says above I haven't play Humankind at all where as I have almost 600 hours of gaming on this title...
