Is it fun? Yeah, I'd say so.
Should you play it? Only if you are very careful.
The green energy stuff is fine. No performance issues there. New decoration stuff and reform programs? Also great, no issues.
The problem happens if you try to make money with the farming.
You can definitely do it - in fact, farming is very profitable. The issue is that you will quickly get to a point where the game runs at less than a frame per second if you try to make a big farm.
The game encourages this by giving you access to relatively affordable farming automation machines. Do not fall for the trap. Any farm big enough to benefit from automation will generate so much organic waste that your game will slow to a halt. Treat the auto-harvesters and auto-gatherers as if they do not exist.
