TL;DR - My non-recommendation for this game comes from the fact that uh...this isn't Quantum. Like, it's not even close. If you want a new version of Quantum, don't bother. If you want a Just Okay arena shooter-esque thing, then pick this up some time.
Let's start nitpicking then. First up, visuals. Quantum was an entirely vector based game and so went for a fitting space theme with enemies and yourself being very abstract shapes rather than anything specific. This was partly because the aim of the game was to make something that inherently was non-violent, hence why you were this weird spark shape and you were encircling coloured dots for points. Recharged meanwhile does away with the vector stylings and replaces it with their usual art style...except brings in new designs, such as you being a ship and the enemies having distinct designs too. Now, distinct designs? Great idea, far more useful and accessible than just differently coloured dots. Except (A) now it can be interpreted as violent which goes against the original design concept and (B) honestly the original was pretty accessible about this too; unique enemy types usually looked radically different, such as being smaller or not filled in with a colour, or connected by lines. And the space theming has just disappeared entirely, it's just a weird generic arena shooter look too. So visually it's removed basically everything unique about Quantum as a game. Not a great start but it gets worse as we head into gameplay...
...Which I regret to inform you is just, not Quantum. At all. Quantum *influenced*, sure, absolutely, but it's not Quantum. The original had you encircling enemies to score points and remove them from the playfield, but in Recharged you encircle nothing to generate a vacuum that sucks enemies in to score points and remove them from the playfield. This small little change ultimately has massive effect on how the game plays and the tactics involved in scoring big points. Additionally, the game now has you dealing with a large rectangular arena that constantly spawns new enemies in; the original has distinct stages with set amounts of enemies in it that appear immediately from the start of the level, with occasional added hazards thrown in throughout. Again, small change, big consequences in terms of gameplay. I understand that the Recharged series is not intended to be a "1:1 modern remake" of these old games and more of a fresh take on the ideas established, but christ even Yars Recharged was still recognizably a Yars game even with all the changes it made.
So ultimately what we have here is a generic arena shooter game that wants to be Geometry Wars but with a vague approximation of Quantum's encircling mechanic jammed in. It's...honestly kind of disappointing to me. There's just so much missed potential in this game. Hell, that's visible in the Mission Mode alone, where almost all of the missions you get are just "Destroy all enemies" (again, missing the point of the original magnificently there.) Yars, granted, is a lot more flexible in concept for playing around with what you do, but it was a hell of a lot more substantial than this. Kinda sad really.
