The "Time Fantasy"-DLC is pretty much the base set of a whole series of DLCs, created by the artist finalblossblues. First of all, I want to say that I had no problems regarding the contents of this pack - the DLC was easily accessible through the resource manager and all the promised contents were here.
It should also be mentioned, that the assets included in this dlc have a very different style in comparison to the RTP resources of MV. That should be obvious, judging by the preview images. However that essentially means, that you'll have to commit to this pack (and its expansions) if you want to create a game with a consistent style. If you don't linke this SENS pixel-style, then you know that this DLC isn't for you.
What's in this pack?
First of all, there's the tilesets: 35 sheets in total let you create all the basic locations of a fantasy rpg. A Worldmap, towns, castles, fields, various dungeons such as ruins and caves as well as forests and more. There is nothing here that would stand out thematically, but I think covering the basics is really important for a DLC you actually want to build a game with. After all basics are basically indispensable! All of those tiles look absolutely lovely and burst with character and charme. It should be said though, that this tileset isn't meant for beginners: There are less auto-tiles here than in the RTP-resources and in some cases you have to build structures such as cliffs "manually", which is a bit more tedious and confusing a first. It does make thinks look better in the end, though.
The next big aspect of this pack are the characters. If I have counted correctly, there are 104 characters, including generic npcs, less generic npcs and player characters, of course. Additionally there are a few animated "characters" such as chests and doors - I wouldn't want to make a game without those! They all look absolutely beautiful and they're my personal favorites of this pack. The characters are noticeably taller than RPG Maker MVs pack-in-characters, they remind me of those in RPG Maker XP. Again, I can only say that this art style specifically is incredibly cute and nice, they remind me of an SNES game (though I can't remember which one - Breath of Fire II?) and burst with personality. Putting these graphics into a project immediately enhanced its look and feel, in my opinion. Probably the coolest thing are the emotion-sheets though. I didn't know what those were supposed to be, based on the description of the dlc, but it turns out, those are animated versions of the player character, showing them nodding, shaking their head, laughing and being surprised. That actually makes the characters feel somewhat alive during cutscenes! Can't say that has always been the case (at least in my games up until now) :D
There are also a few bonus materials such as adorable animals, a kitchen and such. It's nice to have them, but I would have liked it, if tiles for tilesets would have been directly integrated into those (or would that have made them too big?).
A short guide gives some mapping advice, which is really useful, because the tilesets aren't quite as easy to use as the RTP resources.
Please keep in mind that some things are NOT included in this pack: Face graphics, sideview battlers and battlers in general, monster characters and system related things like inconsets, windowskins etc. - a lot of these a part of their own DLC. I think that there is enough here to make a neat little game on its own however, even if you have to use your own/RTP battlers. If you like this pack, the "Time Fantasy Monsters" and "Time Fantasy Sideview Battlers" packs seem like worthwhile additions.
All in all I would judge this pack like this:
+ Beautiful, hand crafted pixel art with lots of personality
+ Characters are tall and specifically adorable
+ Included emotion frames make the characters feel more alive and are a cool idea in general
+ Covers the necessary basics for creating a whole game
+ Guide explains how to use the more complicated tilesets (that's a plus, believe me)
- Tilesets may be a bit tedious or complicated (especially to newbies)
- Could include a few more interior objects for castles
- Tilesets "only" cover the basics, thematically nothings stands out (that's okay though, it's a base set)
Conclusion
I think that this dlc is worth its asking price. The graphics included are brimming with love and character, they look really good in projects. It's a good first step for giving your own project more personality if you enjoy the SNES style. The tall characters with their emotion frames are probably the biggest highlight in this pack - they just look so nice! Other than that you should keep in mind that the tilesets are more difficult to use than the RTP resources of RPG Maker, so you'll need to be a bit patient. If you are hesitant to purchase, there is usually a really big discount during sales on these DLCs, so that might help :D
