No one puts Casey in the corner!
To start, you get a very short cutscene when you load into the game after purchasing Casey. He'll be in the lair and explain why he's there. To help Splinter. Yeah. Totally.
As far as I can tell, there are no unique dialogue interactions between bosses and Casey. However, Raph appears in every pre-boss conversation as a hype man for Casey, which is a great way to workaround this issue. Tom Waltz knows these characters inside and out.
Junkyard Jam is a fairly small DLC; it adds a new area to fight through (and a new map for the Shop themed after the junkyard), giving you a second route instead of always going through the City to fight Bebop & Rocksteady. It introduces a new boss, which is great, but the trash mobs you fight are the same from the base game, just reskinned, but I will admit seeing Mousers trotting around and rocking mohawks is an amusing sight. It does at least introduce new music and a short story, which got some laughs out of me. This DLC storyline is definitely on the comedic side, so don't go in expecting any of the emotional drops like we get in the main story.

The real draw is Casey Jones himself. He's a multi-mob clearing machine, especially if you upgrade special damage and pick upgrades that let projectiles bounce again off enemies when hit. You can EASILY defeat Bebop & Rocksteady in under a minute with these upgrades, as his puck just melts their health as it bounces between them rapid-fire. It's hilariously overpowered, especially if you get Leonardo's Inspiration upgrade to store multiple specials at once. That upgrade is a godsend with Casey.
The downside is that, in a 1v1, Casey has a bit of a disadvantage. His special isn't as strong, though it does temporarily lower the defense of whoever it hits. Casey is a slugger. His wind-up on attacks is slower, and though he does make up for it with a bit more damage per swing, it does notably draw out 1v1 fights against enemies with a high health pool. Alternating between the puck and chugging energy drinks while fighting Karai will make that fight go faster, but against someone like Shredder, again-- you're in for a longer fight.
His tool can temporarily help by adding damage to attacks, in which he chugs a sports drink that gives him a damage buff for 6+ seconds (or more if you upgrade) AND increases the speed at which his Special attack recharges, though it's not enough to really offset just how slow his attacks are against a boss like Shredder. This is not to say it's impossible-- quite the contrary, Casey can make Shredder kneel easily, but it will take a bit longer than you might expect after playing as any of the turtles.
There are some bugs with this update. None major, but certain dialogue cutscenes I've already seen reset and play once I reach an area like the docks. And when picking a turtle-specific upgrade, like Leonardo's Inspiration, Casey always thanks the wrong turtle. I've picked Raph's, he thanked Mikey. I picked Leo's, he thanked Donnie. Something's not quite right there.
Also, just in case you were curious: Yes, Casey does comment on the Scrap Merchant each time he enters a shop area. He will also comment on boxes as he runs into them and destroys them.
Overall, this is phenomenal for the small price. Casey is a powerhouse, the new area is short but enjoyable, and it helps inject more life into what is already a fantastic game. The full price for this DLC is a steal.
tl;dr - Do you enjoy Splintered Fate? Do you want more? Is your favorite TMNT character Casey Jones? My answer to all of those is yes, and even if you only agree to 2/3 of those, this is absolutely worth it. Fantastic DLC all around.
