It's $4 for a new career, with new weapons. If you like the vibe of the career, you'll like the DLC. It's good, and fun, and you don't have to re-level the character, either. Great value. The Cosmetic Unlock simply lets you pay to automatically unlock all the unlockable cosmetics for the career, so only get it if you're lazy or don't think you'll play it all that much.
