This DLC definitely has some ups and some downs. Overall, I would recommend that Wasteland 3 purchasers have it along the base game, but only barely. I am sure this review won't be helpful to anyone since it's being published 3 years late, but I will list positives and negatives below:
Negatives:
1. For a DLC which at full price costs $14, it is too small. It entirely takes place in one location on the map. And, while the location may be larger than the majority of others, it is not large enough to justify its cost. Had at least two or three more been added alongside it at either half or equal size to the one where it takes place, it might be worth its cost.
2. Beyond the items you can obtain from the dlc and the small reputation boosts with factions in the main game depending upon how you resolve the conflict in Steel Town, it barely effects the main campaign. Don't get me wrong, a DLC can be entirely self-contained. However, this one is meant to be something which directly influences the main campaign since the arms which Steel Town produces fuel the Patriarch's armies (especially his professional bodyguards and the ever-present Marshals). The fate of the largest source of guns in Colorado should be something which can bring the Patriarch's empire great strength or bring it to its heel.
3. It can sometimes be hard to keep important npc's alive in the DLC's campaign. If you need an example, if you side with Crow during the worker's strike conflict then choose to side with her again when the uprising hits its boiling point at Steel Town's gates, initiating one of two final major battles, there is easily a 40%-50% chance that they would get killed in turn one of the fight, meaning it is easier to side with Markham (current ruler of Steel Town) or the Ghosts (a band of disgruntled Steel Town employees leading a rebellion from the nearby scrapyard) since you can actually keep them alive.
4. Enemy NPC's (like friendly ones) are also too easy to kill. The only part where you encounter difficult in combat occurs when you are forced to take the non-lethal approach on the workers. Even then, I never lost a single battle. This stands in stark juxtaposition with the main campaign wherein there are many fights where you can be outnumbered or outgunned (take the ambush led by Liberty Buchanan as an example. Though you can avoid the fight entirely, should you wish to fight it out, it can be quite challenging for beginning and mid-level characters as the two war-bots accompanying her have high health and damage output).
Positives:
1. The setting and items of the DLC feels as though it perfectly matches the overarching game. Steel Town itself and the new guns and armor found within match the Colorado Wasteland like a snug glove. Taking the guns of steel town into the wasteland doesn't feel game-breaking in any way. And, while the weapons and armor may be very powerful in the mid-game, they do rapidly balance out in favor of craftable Steel Town weapons and armor as well as the vanilla game's late-game weapons.
2. Though short, the main story is enjoyable. The overall story has slightly goofy writing in a couple places, but the three main factions all feel as though they have valid reasons for why they should be in charge of steel town. And, all bring about radical changes to how steel town is operated when they take over.
3. Lastly, there is a bear man which you can pass a speech check with in the junk yard. He is amazing.
